Alamo Roofing: Don't Call the Wrong Building Department

Alamo isn't a city. That's the first thing to know, and it's the single most common thing we correct on our intake calls. When an Alamo homeowner types "Alamo building department" into Google, they get sent to half a dozen wrong places. Danville's office, Walnut Creek's portal, sometimes even San Ramon's. The right answer is Contra Costa County Department of Conservation and Development at 30 Muir Road in Martinez. Alamo is unincorporated. Every permit runs through the county.

That matters because the county permit process is different from the town processes in Danville, Walnut Creek, or Orinda. The online portal is the county's ePermits Center. The plan checkers handle a bigger geographic area and a wider variety of projects. The fees are set by county schedule, not city schedule. And the inspectors are county staff, not town employees. Once you understand that, the rest of the process is straightforward.

The other thing about Alamo is that most of it sits inside the VHFHSZ. Round Hill Country Club, Alamo Oaks, the hills above Stone Valley Road, and everything edging toward Las Trampas Regional Wilderness, all Chapter 7A territory. We've covered the county permit details in our Alamo roofing permits guide. This page is about the work itself.

Our Roofing Work in Alamo

We've been working in Alamo since 1988, and our crews have pulled more roofing permits through Contra Costa County's Martinez office than most contractors have pulled total permits in their careers. We know the county plan checkers. We know which Round Hill review board members still work through physical color chips and which ones accept digital submissions. We know the back routes around Stone Valley Road when there's traffic on Danville Boulevard.

Last fall we replaced a 68-square tile roof on a Round Hill Country Club estate. The original 1988 concrete tile had reached the end of its underlayment life, the tiles themselves were fine but the felt below was done. We did a full lift-and-relay with new synthetic underlayment, new battens, copper valley flashings (the originals were rusted through), and 12% new tile to replace cracked pieces. The Round Hill architectural review committee approved the scope in three weeks. On-site work took 16 working days. Chapter 7A documentation delivered to the homeowner's insurance carrier as standard.

In early 2024 we did an Alamo Oaks project that started as a leak diagnosis and turned into a full replacement. The owner had been patching a chimney flashing leak for four years. We got up there and found that the real issue was the cricket behind the chimney had rotted through completely, water was running around the chimney into the attic, then migrating along a rafter and dripping 15 feet away from its actual entry point. Classic misdiagnosis. We rebuilt the cricket, replaced 30 squares of deteriorated shingle around the affected area, and installed a proper Class A fire assembly since the property was in the VHFHSZ.

And one Round Hill customer called at 2 a.m. during the January 2023 atmospheric river series. Water was pouring into her primary bedroom through a can light. We staged a tarp by 6 a.m., traced the leak to a failed pipe jack boot the next day, and had the permanent fix done by the following weekend. Emergency calls in Alamo during a storm series are about response time more than technical difficulty. Response time is why we stage materials in Concord, 20 minutes from most Alamo addresses via Livorna Road.

Alamo Climate and Roof Failure Patterns

Alamo averages 22 inches of rain per year, less than Lafayette or Moraga but more than Danville. Summer highs regularly hit 92-100°F. Diablo wind events in October and November can push gusts above 50 mph on the upper elevations. The climate combination, hot dry summers, wind, and concentrated winter rain, creates specific failure patterns:

  • Underlayment failure under tile roofs is the dominant Alamo premium-home issue. Tiles from 1985-2000 builds are reaching the point where the felt below needs replacement while the tile still has decades of life.
  • Ridge cap wind lift on Round Hill and Stone Valley properties during Diablo wind events.
  • Cricket and chimney saddle failures on older custom homes where the original 1970s detailing wasn't adequate.
  • Pipe jack boot UV cracking around year 12-15, cheap to replace during a re-roof, expensive to chase down as a leak later.
  • Valley metal rust-through on 1980s concrete tile roofs where the original galvanized valleys have reached their end of life.

Neighborhoods We Serve in Alamo

  • Round Hill Country Club, gated, architectural review, estate-level projects, tile dominant
  • Stonegate, CC&R subdivision with architectural review, mixed tile and designer shingle
  • Alamo Plaza Area, central Alamo, mix of older ranches and newer custom builds
  • Stone Valley, hillside homes, VHFHSZ throughout upper elevations, Chapter 7A mandatory
  • Alamo Oaks, established neighborhood with mature oak canopy, valley and debris challenges
  • Las Trampas, properties bordering the regional wilderness, significant fire zone exposure
  • Iron Horse Trail Area, quieter central location, variety of housing stock
  • Miranda Highlands, elevated properties with wind exposure and fire zone coverage
  • Livorna Heights, upper elevation homes, custom architecture, fire compliance required

Permits and the County Process

Contra Costa County permits come from the Department of Conservation and Development at 30 Muir Road in Martinez, with online submissions through the ePermits Center portal. Standard residential re-roof permits run $385-$560 for a typical 2,400-3,200 sq ft Alamo home with asphalt shingle, or $540-$820 for concrete or clay tile due to higher material valuation.

Straightforward re-roofs are typically issued same-day or within 24 hours when the application is complete. Projects with structural work, heavy material upgrades, or Chapter 7A fire compliance review can take 2-3 business days for plan check. We've written a full guide to the process in our Alamo roofing permits guide, worth reading before you start.

Round Hill Country Club and Stonegate both layer architectural review on top of the county permit. Round Hill's review board is thorough — they check color palettes, ridge profiles, and require that adjacent homes maintain visual consistency. We track which board members respond to which submission formats and time the paperwork accordingly. Our Alamo HOA guide covers the specifics.

Recent Alamo Projects

Round Hill Country Club estate, 68 squares — concrete tile lift-and-relay with new underlayment, new battens, copper valley flashings, and 12% replacement tile. Three weeks of architectural review approval, 16 working days on-site. Full Chapter 7A compliance documentation delivered to insurance carrier.

Alamo Oaks chimney cricket rebuild — diagnosed a four-year chimney leak as a rotted cricket, not a flashing failure. Rebuilt the cricket with properly sloped framing, replaced 30 squares of surrounding shingle, installed Class A fire assembly. Problem solved after previous contractors had missed the root cause.

Round Hill emergency tarp and pipe jack replacement — 2 a.m. call during a January atmospheric river, tarp deployed by 6 a.m., permanent fix the following weekend. Response time matters during storm series. We stage materials in Concord for exactly this reason.

Alamo Roofing FAQs

Does Alamo have its own building department?

No. Alamo is unincorporated Contra Costa County, so building permits come from the Contra Costa County Department of Conservation and Development at 30 Muir Road in Martinez. Applications go through the county's ePermits Center online portal. This is the single most common mistake we correct on intake calls — people search for "Alamo building department" and get sent to the wrong jurisdiction.

Is my Alamo home in a wildfire zone?

Most of Round Hill Country Club, Alamo Oaks, Stone Valley, Las Trampas, Miranda Highlands, and Livorna Heights fall inside the Very High Fire Hazard Severity Zone. Chapter 7A applies: Class A fire-rated assembly, ember-resistant vents, noncombustible gutters. Central Alamo Plaza and lower-elevation properties may not be in the VHFHSZ. Check your specific address on the CAL FIRE FHSZ viewer.

How much does a roof replacement cost in Alamo?

For typical Alamo homes, architectural shingle runs $20,000 to $38,000. Designer shingle and synthetic slate run $32,000 to $62,000. Concrete or clay tile replacement runs $42,000 to $85,000. Round Hill estate properties with complex geometry and premium tile can run $80,000 to $160,000. Lift-and-relay underlayment replacement on existing tile is typically 50-65% of full tile replacement cost.

Does Round Hill Country Club require architectural review for roof work?

Yes. Round Hill has its own architectural review committee that approves materials, colors, and profiles before any roofing work begins. The process runs separately from the Contra Costa County permit and typically takes 3-5 weeks. The committee reviews color palettes for visual consistency across adjacent homes and requires specific ridge profiles. Start the HOA process before finalizing your contractor to keep your timeline on track.

Can I pull my own roofing permit in Alamo?

Yes. California allows owner-builder permits on your primary residence without a contractor license. You accept personal liability for code compliance, workers' comp for anyone you hire, and may void manufacturer warranties that require certified installers. For any project you're hiring out, it's better to let the licensed contractor pull the permit through the county — their license is on the line, which gives them a direct incentive to pass inspection.

My Alamo tile roof is leaking. Do I need to replace the whole roof?

Often no. Concrete and clay tile typically outlast their underlayment by 20-30 years. If the tiles themselves are sound but the felt below has failed, a lift-and-relay removes the tile, installs new underlayment and battens, and re-lays the original tile with replacements for any broken pieces. This is the most common Alamo premium-home project we do right now, and it typically costs 50-65% of full tile replacement.

Ready to Talk About Your Alamo Roof?

The county permit process isn't hard once you know the right door to knock on. Chapter 7A compliance isn't optional in the hills, and Round Hill review isn't something to handle casually. If you want a contractor who handles all three — county permits, fire assembly details, HOA approvals — in a single conversation, that's what we do.
