Here's the thing about Oakland that most roofing companies get wrong: it isn't one city. A Chapter 7A assembly in Montclair has absolutely nothing in common with the flat-roof TPO work we do on West Oakland Victorians a few miles away. The fog rolling over Rockridge at 7 a.m. behaves nothing like the afternoon heat baking a ranch on Skyline Boulevard. If a contractor quotes you the same spec on a Crocker Highlands Mediterranean and a Fruitvale bungalow without walking both roofs, run.
We've been pulling permits at the City of Oakland Planning & Building Department at 250 Frank H. Ogawa Plaza since 1988. That's long enough to remember what Oakland looked like before the 1991 firestorm, and long enough to have re-roofed a lot of the homes that went up in the Hiller Highlands rebuild. We're GAF Master Elite certified, licensed C-39 (CA #987654), and we hold a 4.9/5 rating across 527 customer reviews. Most of those reviews come from Oakland itself, because Oakland is where our trucks spend the majority of their time.
Our Roofing Work in Oakland (since 1988)
I'll be straight with you: we didn't plan to become the contractor that property managers call when they've got a stubborn ponding problem on a 12-unit building in Adams Point. It happened because we kept showing up. The same goes for the Montclair retrofit work. After the Oakland Hills fire, our founder spent years learning Chapter 7A inside out because half our regular customers had lost their homes and needed somebody who actually understood what the new code meant.
A few years back I was walking a job on Hermosa Avenue in Rockridge, a 1912 Craftsman, original owner's granddaughter. We pulled back the first layer and found redwood skip-sheathing that looked like it could last another hundred years. That's the Oakland you don't see from the street. Underneath the composition shingle roof that's been patched six times, there's often a story about how the house was built, and that story drives every decision we make about the re-roof.
Climate and Challenges Across Oakland
Oakland runs a dual climate. The fog belt, Rockridge, Temescal, West Oakland, Jack London, takes its weather from the bay. Mornings stay damp until 10 or 11. Algae streaks on north-facing slopes are the norm. We spec algae-resistant shingles with copper strips here, because a roof that looks black within three years isn't something our customers want to look at for the next twenty.
The heat belt, Montclair, Upper Rockridge, Joaquin Miller, Skyline, is a different animal. Summer highs push into the 90s. Roof deck temperatures on a dark shingle can hit 160°F. Proper ventilation isn't optional; it's the difference between a 20-year roof and a 30-year roof. We design intake-to-exhaust ventilation based on each roof's actual net free area, not a rule of thumb.
Then there's the rain. The hills pull 28-30 inches a year. The flats closer to 22. Wind-driven rain during atmospheric river events finds every gap in flashing that isn't properly detailed. We've been on enough Oakland roofs in February storms to know exactly where the leaks show up first, sidewall step flashing, skylight curbs, and the valley between a main roof and a dormer addition. Those are the three places we over-detail on every job.
And then the fire piece. The 1991 firestorm changed everything. The Very High Fire Hazard Severity Zone now covers Montclair, Oakland Hills, Piedmont Pines, Hiller Highlands, Parkwoods, and the ridges along Skyline Boulevard. If you're in that zone, California Building Code Chapter 7A applies. That means Class A roof assembly, not just a Class A shingle, but the whole system including underlayment, decking, and vents. Ember-resistant vents with 1/8-inch noncombustible mesh. Noncombustible gutters. Flashing details inspected for ember entry points. We do this weekly. If your contractor isn't talking about Chapter 7A on the first walk-through in Montclair, they're going to fail plan check.
Neighborhoods We Serve
Oakland is huge, and we cover all of it. The list below isn't exhaustive, but it hits the neighborhoods we're most often working in during any given week:
- Montclair, 1920s storybook cottages, mid-century hillside ranches, post-1991 rebuilds. Chapter 7A territory.
- Rockridge — Craftsman bungalows, brown shingles, the occasional Victorian. Fog belt moss pressure.
- Temescal — Craftsman bungalows and duplex conversions on narrow lots.
- Piedmont Avenue, early 1900s Craftsman and Edwardian, tight access.
- Crocker Highlands, Mediterranean, Spanish revival, Tudor. Complex roof geometries.
- Glenview, Oakmore, Redwood Heights, 1920s-40s homes, varied terrain, partial hills exposure.
- Grand Lake and Lakeshore. Adams Point apartment buildings, flat roofs, Lake Merritt-adjacent Victorians.
- Jack London, West Oakland, flat-roof Victorians, TPO and modified bitumen work, commercial and mixed-use.
- Fruitvale, Dimond, Laurel, Maxwell Park, 1910s-40s bungalows, tract homes, working-class housing stock.
- Joaquin Miller, Hiller Highlands, Parkwoods, hillside custom, VHFHSZ, Chapter 7A required.
- Oakmore, Upper Rockridge, mixed fog/heat exposure depending on which side of the ridge.
If you're in a neighborhood we didn't name, call us anyway. We're probably already working on the next block over.
Permits and Local Rules
Oakland runs its building permits through the City of Oakland Planning & Building Department at 250 Frank H. Ogawa Plaza. Most re-roof permits are handled through the city's online portal and are issued within a few business days for straight residential scopes. Chapter 7A reviews in the hills can add a week if the plan checker needs additional documentation on vent products and assembly listings.
Two Oakland-specific items that trip people up:
Rent Adjustment Program (RAP) notice. If the property is a rental, Oakland's Rent Adjustment Program requires notice to tenants and sometimes a capital improvement petition process. We coordinate with property managers on this routinely, but homeowners who bought a duplex as an investment are often surprised to learn they need to file anything at all.
Chapter 7A in the hills. The plan check for hills properties looks specifically for compliant assemblies. We submit product listings, vent mesh specs, and gutter details as part of the application. If you're using a contractor who's not familiar with Oakland's plan check process, the application gets kicked back, and your project slips two weeks. We've been through this enough times to know exactly which documents the plan checker wants to see.
We also carry everything the city requires from a licensed contractor: current workers' comp, $2M general liability, and C-39 specialty classification. If you're pulling your own owner-builder permit on a primary residence, we can still do the work, we'll just need you to handle the city-facing paperwork.
Roofing Services in Oakland
We handle the full range of residential and light commercial roofing in Oakland. Here's what we do most:
- Complete roof replacement — asphalt composition, architectural, presidential, designer shingles. GAF Timberline HDZ is our workhorse; CertainTeed Landmark for specific color matches.
- Chapter 7A compliant assemblies for hills properties, with Class A rating documentation.
- Flat-roof systems — TPO, PVC, modified bitumen (2-ply SBS torch or cold-applied). Standard for West Oakland Victorians with flat rear additions, Jack London commercial, and Adams Point multi-family.
- Tile repair and re-roof — concrete tile, clay tile, lightweight synthetic tile alternatives where structure supports it.
- Wood shake to composition conversion — we see this on older Montclair and Upper Rockridge properties still carrying decades-old shake.
- Skylight installation and replacement. Velux, Fakro. Re-flashing existing skylights is routine.
- Gutters and downspouts — seamless aluminum, half-round copper on historic homes.
- Roof repair and leak diagnosis — we'll water-test if we can't find it visually.
- Emergency tarping after wind or fallen limbs.
- Insurance claim documentation — we've worked with every major carrier operating in Oakland.
Recent Projects
A few Oakland jobs from the last year or so, so you know what we actually do on the ground:
Montclair hills full re-roof (Chapter 7A). Mid-century ranch on Aspen Road. Existing wood shake, original to the 1958 build, finally at end of life. We tore off to bare deck, installed synthetic underlayment, GAF Timberline HDZ RS (Class A assembly), ember-resistant ridge vents, and upgraded the gutters to noncombustible aluminum. Plan check took five business days. Final inspection passed on the first call.
West Oakland Victorian flat-roof replacement. Two-story 1895 Victorian on 10th Street with a flat rear addition. Existing rolled asphalt was cooked. Installed 2-ply modified bitumen with granulated cap sheet, new edge metal, and re-tapered insulation to move water off the back parapet. Owner's been there 22 years and said it's the first re-roof he's had where the rain pipes actually drained correctly.
Crocker Highlands Mediterranean tile repair. A 1926 Mediterranean near Lakeshore with failing underlayment under the original clay tile. We lifted and stacked the tile, stripped to deck, installed high-temp synthetic, new valley metal and flashings, and set the original tile back. About 15% of the tile was cracked or broken, and we sourced matching salvage from a supplier in San Jose. End result looks like it did in 1926, functions like it did in 2024.
Adams Point 12-unit building TPO replacement. 1960s flat-roof apartment building off Lakeshore. Owner had been patching the same three ponding areas for a decade. We tapered the insulation properly, installed 60-mil TPO fully adhered, new drains and scuppers, and re-flashed the parapets. Four-day install working around tenants, no interior disruption.
Frequently Asked Questions
Is my Oakland home in the Chapter 7A fire zone?
Most properties in Montclair, Oakland Hills, Piedmont Pines, Hiller Highlands, Parkwoods, Joaquin Miller, and along Skyline Boulevard are inside the Very High Fire Hazard Severity Zone and must comply with California Building Code Chapter 7A. That means Class A roof assembly, ember-resistant vents, and noncombustible gutters. You can confirm your parcel on the CAL FIRE FHSZ viewer, and we'll verify during the site walk before we quote.
How much does a roof replacement cost in Oakland?
A straightforward asphalt shingle re-roof on a typical 1,800-2,400 sq ft Oakland home runs roughly $14,000 to $22,000 in 2025. Chapter 7A compliance in the hills adds $2,500 to $5,000 for vent and gutter upgrades. Tile repair or modified bitumen on a flat roof varies more widely based on scope. We give written estimates after a site walk, not phone quotes.
Do I need a permit for roof work in Oakland?
Yes, for any tear-off, overlay, or structural repair. Only minor repairs under 100 square feet are exempt. Permits are issued through the City of Oakland Planning & Building Department at 250 Frank H. Ogawa Plaza, and most residential re-roof permits are approved within a few business days. We pull the permit as part of every job we do.
Do you work on flat roofs in West Oakland and Jack London?
Yes. Flat-roof Victorians, warehouse conversions, and multi-family flat roofs are a big part of our Oakland workload. We install TPO, PVC, and modified bitumen systems, and we handle tapered insulation design to solve ponding issues that have been patched for years.
My rental property needs a new roof. Anything special I should know?
Oakland's Rent Adjustment Program may require tenant notice and, for some capital improvement pass-throughs, a petition process. We work with property managers and owners routinely on multi-unit re-roofs and can coordinate scheduling to minimize tenant disruption during the tear-off.
How long does a typical Oakland re-roof take?
Most single-family asphalt shingle re-roofs are a 2-3 day job from tear-off to final cleanup. Tile work, complex hills properties with Chapter 7A upgrades, and multi-family flat roofs can run 4-7 days. We schedule around weather forecasts and give you a realistic start and finish window before you sign anything.
