Vallejo Heritage District Victorians need tile or slate to match the original. Composition looks wrong on those houses — it just does. Anyone who's walked the blocks around Sonoma Boulevard and Virginia Street has seen the half-hearted composition reroofs that flattened beautiful architecture into generic suburbia. That's a tragedy we try hard not to participate in.

Vallejo is the largest city in Solano County, about 121,000 people strung along San Pablo Bay and the Carquinez Strait with the old Mare Island Naval Shipyard across the causeway to the west. It's got one of the most architecturally diverse housing stocks in the Bay Area: 1890s-1930s Victorian and Craftsman in the Heritage District, 1940s war-era tract for the Mare Island workers, 1960s-90s hillside developments, and newer master-planned communities like Hiddenbrooke. One city, five or six distinct roofing worlds.

Our Roofing Work in Vallejo (Since 1988)

Vallejo Victorian roof replacement

East Bay Roofers has been working in Vallejo since 1988, and honestly, it's one of our favorite cities to work in because of the sheer variety. One week you're doing a period-correct tile replacement on a 1908 Queen Anne in the Heritage District, the next you're doing a 50-house tract development bid out in Hiddenbrooke, and the week after that you're crawling around a 1943 Mare Island war-worker bungalow figuring out how to salvage the original sheathing.

I remember a job in 2020 on Capitol Street in the Heritage District. Homeowner was a history teacher who'd bought the house in foreclosure and was bringing it back to its original condition. The roof had been "repaired" in the 1980s with a flat layer of 3-tab asphalt slapped over the original clay tile — tile still intact underneath, just buried. We carefully removed the composition, evaluated the original Spanish clay tile (about 70% salvageable), sourced matching replacement tile from a reclaimed materials yard in Sacramento, and restored the original roof profile. That house is now on the Heritage Foundation's preservation tour. Those are the jobs that make the work worth doing.

We're based at 2310 Bates Ave in Concord, about 30 minutes from downtown Vallejo via Highway 4 and I-80. GAF Master Elite, CertainTeed SELECT ShingleMaster, CA C-39 license #987654, 4.9/5 across 527 reviews.

Climate and Challenges in Vallejo

Vallejo gets about 21 inches of rain a year. Summers are cool and bay-influenced in most of the city — 68-82 degrees along the waterfront, with morning fog rolling off the strait. But here's where Vallejo gets interesting: the eastern hills (Hiddenbrooke, Glen Cove, Cityview) sit above the fog layer and can hit 90+ degrees on summer afternoons. That microclimate difference means different roofing strategies for different parts of the city.

The big factor along the waterfront and in Mare Island is wind and salt. The Carquinez Strait funnels wind through Vallejo at speeds comparable to Crockett's — sustained 30-40 mph during winter storms and gusts over 55 mph. Combine that with persistent marine air, and the western half of Vallejo is a demanding environment for roofing materials. Stainless fasteners, marine-grade flashings, and 130-mph wind-rated shingles are standard on our waterfront work.

The Heritage District has its own set of challenges. Those 1890s-1920s homes were originally built with clay tile, slate, or wood shake — all of which have very different structural requirements than modern asphalt shingles. When a Heritage District home was reroofed with composition in the 1970s-90s (many were), the framing is often still sized for the heavier original material, meaning you can put tile or slate back on without a structural upgrade. That's a big deal if you're trying to restore original character.

Hiddenbrooke and the eastern hills deal with inland heat and UV exposure more like Fairfield than bayfront Vallejo. Thermal cycling is harder on shingles, and the wind from Jameson Canyon can be significant. We spec heat-rated materials and enhanced ventilation on hillside work.

Neighborhoods We Serve

Heritage District. The historic core west of Sonoma Boulevard. Victorians, Queen Annes, Craftsmans, and some Spanish revivals from the 1890s-1920s. Period-correct restoration is our specialty here. Clay tile, slate, and synthetic slate are the right answers for most of these homes.

Mare Island. The old naval shipyard and the adjacent war-era housing. 1940s tract built quickly for shipyard workers, with basic construction and materials that were never meant to last 80 years. Full system upgrades needed on most of these houses.

Glen Cove. Hillside neighborhood on the eastern shore of the strait. Mix of mid-century and newer custom homes, with dramatic views and dramatic wind exposure. We do a lot of 130-mph wind-rated work here.

Hiddenbrooke. Master-planned 1990s-2000s hillside community east of I-80. Newer tract and custom homes, moderate exposure, and a lot of tile roofs reaching the end of their first-generation service life.

Northgate and Cityview. 1960s-80s hillside subdivisions. Good bones, standard architectural shingle work, and occasional wind damage from the strait gap.

Bayview and North Vallejo. 1950s-70s tract housing, working neighborhoods, moderate budgets. Honest-repair assessments are common here.

Permits and Local Rules in Vallejo

Vallejo is incorporated and sits in Solano County, not Contra Costa. Your roofing permit comes from the City of Vallejo Planning and Development Services at 555 Santa Clara Street. They run their own plan check and inspection program separate from the county.

Typical permit fees run $400 to $620 for a standard asphalt shingle reroof on a single-family home. Tile and slate run higher due to valuation. The city follows the 2022 California Building Code with Solano County amendments.

What's specific to Vallejo:

  • Heritage District review. If your home is in the Heritage District overlay, you may need architectural review for roofing changes that affect visible profile — especially if you're changing material type (composition to tile, for example). The review process can add 2-4 weeks to permitting.
  • Mare Island special district. Some Mare Island properties are in a redevelopment zone with additional review requirements. Usually not a roofing issue, but worth checking for your specific parcel.
  • Wind zone specs. Vallejo plan checkers will look for 130-mph wind ratings on applications in the waterfront and strait-exposed zones. We include that spec as standard.
  • Title 24 cool roof. Required when replacing more than 50% of roof area. Standard spec for our work.

Frequently Asked Questions

Can I put composition shingles on my Vallejo Victorian?

Technically yes, but it almost always looks wrong. Victorian homes were designed around the visual weight and profile of clay tile, slate, or wood shake. Composition flattens the architecture and ages the house poorly. If you're in the Heritage District, architectural review may also push back on material changes that affect visible profile. For period-correct restoration, tile or slate (real or synthetic) is the right answer.

Where do I get a Vallejo roofing permit?

Vallejo is incorporated, so permits come from the City of Vallejo Planning and Development Services at 555 Santa Clara Street — not Solano County. Standard residential reroof permits are typically issued within 2-5 business days. Fees run $400-$620 for a typical asphalt tear-off. Heritage District homes may require architectural review, which adds 2-4 weeks.

How much does a roof replacement cost in Vallejo?

Architectural asphalt shingle on a typical 1,400-2,200 sq ft Vallejo home runs $13,000 to $22,000. Concrete or clay tile runs $26,000 to $45,000. Period-correct Heritage District restoration with clay tile or slate can run $40,000 to $75,000 depending on complexity. Mare Island war-era homes typically run $14,000-$19,000 for a full tear-off with structural upgrades.

Is Vallejo in a high-wind zone?

Yes, especially the waterfront and Mare Island areas. The Carquinez Strait funnels wind through Vallejo with sustained 30-40 mph speeds during winter storms and gusts over 55 mph. We spec 130-mph wind-rated shingle systems with six-nail patterns, sealed starter strips, and reinforced edge metal on all strait-exposed properties. Hiddenbrooke and eastern hills see less strait wind but get significant wind from Jameson Canyon.

Are Hiddenbrooke tile roofs failing?

The first-generation concrete tile roofs installed in Hiddenbrooke during the 1990s-early 2000s are starting to reach end of life. The tile itself is often still sound, but the underlayment beneath has degraded and the battens can rot. Signs to watch for: cracked or slipping tiles, ceiling stains, or leaks at valleys. Full tile tear-off and replacement with new underlayment is usually needed, though sometimes a "lift and relay" approach can preserve the original tile.

Do you work on Mare Island war-era housing?

Yes. We've done a lot of 1940s Mare Island housing. These homes typically need full system upgrades during reroof — new structural sheathing over the original plank decking, modern synthetic underlayment, proper soffit-to-ridge ventilation, and architectural shingles that can handle the wind exposure. Expect $14,000-$19,000 for a typical 1,000-1,300 sq ft war-worker home.
